Established in 1961, the Swiss Agency for Development and Cooperation (SDC) operates as Switzerland’s international cooperation agency within the Federal Department of Foreign Affairs (FDFA). Collaborating with other federal offices, SDC holds responsibility for coordinating development activities and fostering cooperation with Eastern Europe. Additionally, it oversees humanitarian aid provided by the Swiss Confederation.
The Project:
The Impact-Linked Finance Fund (ILFF) provides finance to high-impact enterprises and directly rewards these for positive outcomes generated through their business activities. It was established by Roots of Impact and iGravity to pool know-how and activities for implementing scalable Impact-Linked funds. The fund, set up as a Dutch foundation, is acting as a capital provider and knowledge hub for the practice of Impact-Linked Finance. The fund currently operates with three sub-funds a) ILFF for Gender Inclusive Fintech (ILF for GIF), catalyzing women’s financial inclusion with Impact-Linked Finance b) ILFF for Education (ILF for Education), providing suitable, innovative financing instruments in the form of Social Impact Incentives and Impact-Linked Loans to high-impact organizations offering inclusive and equitable education for vulnerable children and youth in MENA and West Africa Region, and c) ILFF for Eastern and Southern Africa (ILF ESA), focusing on high-impact organizations in Eastern and Southern Africa preparing to raise investment.
Our Tasks:
Broadpeak was commissioned by SDC to conduct a full governance review of the fund. This included a gap analysis of the current corporate governance and institutional set-up as well as an assessment and formulation of recommendations in light of the fund’s intended scaling. We conducted semi-structured interviews with key stakeholders, including the Board of Directors, the Supervisory Board, Facility Managers, and Donors. Additionally, a comprehensive desk review of the fund’s relevant policies and guidelines was undertaken.
The Deliverables:
The evaluation results were incorporated into a comprehensive report, which includes tangible recommendations in the areas corporate governance, strategy, scaling, and risk management. These recommendations will assist SDC and the Board of ILFF in identifying potential areas for improvement in the governance structure. Additionally, they will guide the prioritization process in alignment with the fund’s intended scaling.
