Swedfund International AB is Sweden’s Development Finance Institution and is wholly owned by the Swedish state. Founded in 1979 with a mandate to reduce poverty through sustainable investment, Swedfund provides long-term financing to businesses that drive inclusive growth, promote gender equality, support decent work, and contribute to climate resilience. Its investment focus lies in key sectors such as renewable energy, financial inclusion, healthcare, and sustainable enterprise, primarily across Africa and Asia.

The Project:

As part of its 2024–2030 strategy, Swedfund aims to significantly scale its development impact by mobilizing private institutional capital. To support this ambition, Swedfund commissioned a research assignment to explore strategic and operational options for establishing a dedicated vehicle to attract and manage private capital—ensuring alignment with its investment mandate and institutional capabilities.

Our Tasks:

Broadpeak was engaged to conduct a comprehensive Scoping Study with the objective of mapping and evaluating models for private capital mobilization used by peer institutions. Central to our work was qualitative primary research: we conducted semi-structured interviews with 16 European Development Finance Institutions (EDFIs) and related actors, supplemented by a structured questionnaire. Based on this input, we developed 14 detailed case studies, capturing a broad spectrum of mobilization strategies in practice. Drawing from these insights, we synthesized and conceptualized four model archetypes—including syndication desks, co-investment companies, external fund structures, and thematic bonds—as potential blueprints for Swedfund’s own vehicle.

Our Deliverables:

Key deliverables included a strategic analysis of the four models, an interview-based synthesis of peer experiences, a comprehensive case study compendium, and tailored recommendations for the next phase: a detailed feasibility study. The Scoping Study provides a clear foundation to design a scalable, impact-aligned capital mobilization platform and engage institutional investors effectively in support of its long-term development mission.
